CNN Terrorism Analyst Paul Cruickshank implied that the terrorist who mowed down innocent civilians in New York City was motivated primarily by a traffic ticket he received last year.

Cruickshank said that the terrorist, Sayfullo Habibullaevic Saipov, had followed an ISIS manual “to the letter” starting in November 2016.

“I understand from the complaint that he was planning some type of attack in the United States for one year, which takes us all the way back to last November,” he explained. “Last November, he was actually forced to pay a fine for a traffic citation.”

“There was perhaps, a sort of grievance attached to that,” the analyst claimed. “A brush with the law can really help trigger a move towards wanting to launch an attack.”

Cruickshank also briefly mentioned Islamic radicalization, ISIS propaganda, and a hatred of America as motivators for the terrorist.
