Will a crowded Democratic primary prevent a rematch of the 2016 campaign to represent California's 49th Congressional District?

The race to represent California’s 49th Congressional District was decided by fewer than 2,000 votes in 2016 and was the Democrats’ narrowest loss last election cycle.

The 2018 race could also feature a rematch of incumbent Republican Rep. Darrell Issa (R-CA) going against Democrat Doug Applegate, but a crowded Democratic primary might result in another nominee.

WHO, WHAT, WHERE, WHEN: Issa was first elected to the House of Representatives in 2000 and is the chairman of the House Oversight Committee.

Democrat Doug Applegate announced that he would be running against Issa in 2018 almost immediately following his defeat in 2016.

Applegate’s candidacy, however, did not deter other Democrats from entering the Democratic primary, notably “Paul Kerr, a Navy veteran, and Mike Levin, the former executive director of the Orange County Democratic Party.”

Rep. Adam Schiff (D-CA) has endorsed Levin who has raised considerably more money then Applegate so far this year.

“We cannot miss another opportunity. This is a district we should have won,” Levin said in a recent interview.

WHY IT MATTERS: Democrats are bullish that they will be able to retake the House of Representatives in 2018, and if they hope to be successful, that will mean they need to win districts like California’s 49th.

But a competitive Democratic primary could fracture the party beyond repair ahead of the general election.

If Democrats were able to oust Issa, who is a powerful member of the Republican caucus, it would be a huge win for the party.

The Cook Political Report has this race currently listed as a “toss up.”
