Will Democrats be able to win a congressional district in 2018 that Hillary Clinton won by nine points in 2016?

If Democrats hope to retake the House of Representatives in 2018, they will need to win in districts like Minnesota’s 3rd Congressional District.

WHO, WHAT, WHERE, WHEN: Rep. Erik Paulsen (R-MN) has represented Minnesota’s 3rd since 2008, and won the district by 13 points in 2016.

Democrats have been trying for years to flip Paulsen’s seat, “arguing he’s too conservative for this moderate west metro district.”

Four people have announced they will be running in the Democratic primary in 2018, most notably Dean Phillips, who is a political novice.

Phillips is an “Ivy League-educated entrepreneur who launched a successful ice cream brand,” and Minnesota Democrats believe Phillips is their best bet to defeat Paulsen in 2018.

WHY IT MATTERS: The Democratic strategy for retaking the House is centered around Democrats defeating Republicans in 23 districts that Hillary Clinton won in 2016 but that also voted for a Republican representative.

Clinton won Minnesota’s 3rd District by nine points in 2016, and Paulsen won the district by 13 points in 2016, meaning this is exactly the type of district Democrats are looking to flip.

The Cook Political Report has this race listed as, “lean Republican.”
