Congress has until March 23 – a week from this Friday – to vote on a spending bill that avoids what would be a third government shutdown in 2018.

The Washington Examiner reported early Friday that at least six “policy riders” are holding up a smooth process to funding the government.

They are:

  • Defunding Planned Parenthood
  • Stripping funding from sanctuary cities
  • “[S]chool safety and gun control provisions”
  • A deal to shore up ObamaCare markets
  • Fix NICS
  • A proposed ‘DACA extension for border wall funding’ deal

The first two – Planned Parenthood and sanctuary cities – are long-term priorities of conservative Republicans, but would guarantee almost every Democrat votes against a spending bill.

Gun control is a Democratic priority, but a non-starter for most Republicans. Fix NICS, on the other hand, which would make improvements to the National Instant Criminal Background Check System (NICS) has bipartisan support in the Senate and White House support. It’s unclear how it would fare with a more conservative House.

NTK Network covered the proposal to shore up ObamaCare markets on Thursday, noting it’s led by Republicans and could reduce premiums 20 percent.

As for DACA and the border wall? Well, the last government shutdown was over DACA, and both Democrats and President Trump rejected some narrower compromises. Whether the appetite for a deal is different in March remains to be seen.
