James Clapper, the director of national intelligence (DNI) under President Obama, told CNN’s Jake Tapper on Tuesday that President Trump “has a point” about withholding military aid to Pakistan.

Clapper said that the U.S. association with Pakistan is a “difficult relationship” given the country’s role in the War on Terrorism.

“Pakistan has lost a lot of its own citizens to terrorism,” he said. “And the Pakistani government has at times offered aid to the United States in its hunt for terrorists since 9/11.”

Despite this ,Trump argued that the government has not lived up to its international commitments, pulling military funding from the country:

“He has a point,” Clapper responded to Trump’s position, calling Pakistan a “source of frustration” during his time as the head of American intelligence.

The former DNI cited Pakistan’s harboring of the Haqqani terrorist network, which has murdered Americans, as evidence that the country did not deserve U.S. aid. “The Pakistanis harbor the Haqqani network, and the Haqqani network has blood on its hands, is the cause of death and wounding of many Americans,” he said.
