Cynthia McFadden, the head of the Department of Homeland Security’s Cybersecurity division, told NBC News on Wednesday that there is “no doubt” the Russian government hacked into a small number of states’ voting systems.

“We saw targeting of 21 states, and an exceptionally small number of that 21 were actually successfully penetrated,” she said in an interview.

McFadden told NBC that there was “no doubt” that the Russian government was behind the attack.

According to previously public reports, both Illinois and Arizona saw their voter registration systems compromised. NPR reported that no evidence suggested the Russians altered information inside the systems.
