Generally speaking, if you’re running for president, you don’t say that out loud for months, sometimes years.

But the former Housing and Urban Development (HUD) secretary under President Obama, Julian Castro, is throwing out the instruction manual for 2020. He’s heading to New Hampshire for a Young Democrats awards dinner on Feb. 16.

When asked about the trip, Castro didn’t shy away from his true ambitions:

“I have every interest in running” in 2020 for president, Castro told NBC News. “Part of the process of figuring out whether I’m going to run is going to listen to folks and feel the temperature” of voters.”

Castro, 43, formerly served as the mayor of San Antonio, before Obama tapped him for HUD. That relatively thin resume appears to be outmatched by Castro’s ambition.

Castro’s twin brother, Joaquin, represents Texas’ 20th Congressional District. Reports surfaced last year that Joaquin was sitting out of the 2018 Texas gubernatorial race in order to allow Julian to run for president in 2020. Really.

The brothers serve as each other’s top strategists, and they’ve agreed that Julián’s next political move takes primacy for now. One worry is that a Joaquín loss for governor — it would be an uphill battle, at best, against [incumbent Gov. Greg] Abbott — would make the Castros look like losers. The other is that if Joaquin happened to pull off an upset, it would distract attention from Julián, potentially complicating his path to the White House.

Despite having eyes bigger than his political stomach, Julian Castro seems to be laying the groundwork for a 2020 run. Earlier this year, he announced he was launching a political action committee called Opportunity First. The PAC focuses on grooming young Democrats for congressional races.
