The 2020 presidential candidate’s plan would give the “average teacher in America” a $13,500 raise.

Sen. Kamala Harris’s (D-CA) latest policy proposal comes with a big price tag.

Harris wants to give America’s teachers a significant pay raise. According to her plan, the details of which were released Tuesday, Harris proposed giving the “average teacher in America” a $13,500 raise. That comes out to a 23 percent increase in base pay for the average teacher.

The price tag? $315 billion over 10 years. Harris claims she will pay for the massive spending proposal by increasing the estate tax:

Harris proposes paying for the plan by strengthening the estate tax and cracking down on loopholes that let the very wealthiest, with estates worth multiple millions or billions of dollars, avoid paying their “fair share,” according to her campaign.

The political calculations of Harris’s plan are immediately obvious. Per Politico, women “dominate the teaching ranks and represent a diverse and politically active bloc with an outsized voice in labor across the country.” In other words, Harris’s plan would give money to two important voting blocs: women and union members.

The proposal received praise from Randi Weingarten, the president of the American Federation of Teachers (AFT). Weingarten called the plan a “bold, smart, strategic and decisive proposal that will help make teaching a respected profession by paying teachers a living wage, while incentivizing diversity and high-quality teacher preparation.”

AFT’s endorsement will be up for grabs during the 2020 presidential primary, and Harris’s expensive plan brings her one step closer to nabbing that endorsement.
