Former Secretary of State Henry Kissinger warned the Senate Armed Services Committee on Thursday that the North Korean nuclear program could inspire countries across the world to develop nuclear weapons in the pursuit of international power.

“If North Korea still possesses a military nuclear capability in some finite time, the impact on the proliferation of nuclear weapons might be fundamental,” Kissinger explained. “If North Korea could maintain its capability in the face of opposition by China and the United States and the disapproval of the rest of the world, other countries will [begin] to feel that this is the way for achieving international prominence and the upper hand in international disputes.”

The former secretary of state implored the gathered senators to focus their foreign policy aims on removing Pyongyang’s nuclear arsenal.

“The denuclearization of North Korea must be a fundamental objective, and if it is not reached, we have to prepare ourselves for the proliferation of weapons to other countries,” he warned.

Under President Richard Nixon, Kissinger helped craft the policy of détente, which lowered the temperature of the Cold War between the United States and the Soviet Union. Considered one of the most influential and sober diplomats in American history, Washington would be wise to heed his North Korea warnings.
