Rep. Seth Moulton (D-MA), the man many expected to challenge Nancy Pelosi (D-CA) for the top spot among House Democrats, is instead setting his sights on a loftier goal: running for president. Axios reported that the congressman was spotting filming a presidential announcement video in his hometown of Marblehead, Massachusetts.

Moulton, 40, is currently serving his third term in Congress. He’s a Harvard graduate and a Marine who “led an infantry platoon in Iraq,” per Axios.

Rumors flew for months that he might be considering a presidential bid, and it appears he’s not been dissuaded by the already too crowded field of contenders. He told BuzzFeed News in February that he even spoke to former President Barack Obama, at Obama’s invitation, about a run as far back as a year ago.

Moulton’s key issues will be foreign policy, national security and defense. Moulton was also spotted taping recently in Vegas, where he held three meetings with veterans.

Moulton is expected to make a public announcement “by the end of the month,” according got an aide.

The congressman was routinely a thorn in the side of Democratic House leadership, namely Pelosi. He often lamented that Washington needed a “new generation of leadership,” a refrain likely to be repeated in his presidential bid.

But Moulton has also taken shots at Trump. During conversations with U.S. troops, Moulton claims that some have indicated they unhappy with the current commander-in-chief. We have a commander-in-chief that we fundamentally can’t trust,” he said during a podcast interview last June.
