In a win for Prime Minister Theresa May and the Brexit negotiating teams, the UK and the EU have reached a deal on "phase one" of Brexit.

Prime Minister Theresa May and European Commission President Jean-Claude Juncker announced on Friday they have reached a principal agreement to conclude “phase one” of Brexit.

May said the deal “will provide clarity and certainty for UK business and for all our citizens.”

The prime minister’s office said the UK and the EU reached agreement on three issues of concern:

  • “Protecting the rights of Union citizens in the UK and UK citizens in the Union”
  • “The framework for addressing the unique circumstances in Northern Ireland”
  • “The financial settlement” between the UK and the EU over unpaid bills

In effect, it appears the UK will avoid a so-called “hard” border between Ireland and Northern Ireland, which most parties sought to avoid. This was a key sticking point in the final weeks of “phase one” negotiations.

Now, the negotiations move to “phase two,” focused on trade. Earlier in the year, the BBC reported that this phase will focus on the “all-important question of the UK’s future relationship with its largest commercial partner.”
