Sen. Claire McCaskill (D-MO), at an Armed Services hearing with NSA Director Admiral Mike Rogers on Tuesday, pushed for a military response to alleged Russian interference in the 2016 election.

The Missouri senator first claimed that constituents were approaching her in the grocery store, requesting information on the Russian efforts. “Is Russia at war with our democracy?” she asked Rogers.

The NSA director declined to say that the United States and Russia are at “war,” preferring the term “competition.”

McCaskill said to Rogers that she told her constituent that the United States is, in fact, at war with Russia. “It is outrageous” that the U.S. military has not been given a mission to respond to Russian interference, McCaskill said.

“The only entity that can go after Russia is the United States military,” she said.

The NSA head implored the Democratic senator to consider that more creative, other options existed besides a military or cyber response. “Think beyond just cyber and responding in kind,” he said. “There’s a whole breadth of tools that we could potentially apply here to try to shape the Russians’ behavior.”

McCaskill interrupted him, claiming that the president is doing nothing to stop Russian interference.
