The freshman representative running for U.S. Senate has participated in a few bipartisan efforts, but her early record in Washington skews partisan.

THE CLAIM: “Jacky works with both parties. In her first term, Jacky Rosen joined the bipartisan Problem Solvers Caucus. Wrote bipartisan legislation President Trump signed to improve veterans’ health care. Took on Nancy Pelosi to reform the VA. Passed bipartisan legislation strengthening science and math education. And she’s working across party lines for lower health insurance premiums.”

CHECKING THE NEWS: A few of Rosen’s claims check out. She was a member of the Problem Solvers Caucus as early as February 2017, according to a letter she co-signed with other caucus members. Though her legislation “to improve veterans’ health care” went no further than a House subcommittee – indeed, Rosen has yet to have a sponsored bill pass more than one chamber – “[p]rovisions” of her bill appeared in the VA MISSION Act, which was signed by President Trump.

Some of her claims, though, lack context. Rosen brags of taking on Nancy Pelosi “to reform the VA.” The ad’s citation is one vote – the Department of Veterans Affairs Accountability and Whistleblower Protection Act, passed in 2017. Rosen voted for it, and Pelosi voted against it. But 86 percent (368) of the House’s 430 members at the time voted for it, including 136 other House Democrats. More important is Rosen’s broader voting record with Pelosi. A CQ analysis shows that, as of September 21, 2018, Rosen votes with Pelosi 89 percent of time – 854 out of 955 votes cast.

Rosen’s ad also notes she “[p]assed bipartisan legislation strengthening science and math education.” Again, this is true in the strictest sense. But the legislation only passed the House, and has not been considered since being received in the Senate more than seven months ago. It’s also the only piece of legislation Rosen has introduced that went beyond just being introduced.

All these claims must also be considered in the context of Rosen’s broader record. According to CQ, Rosen voted with the Democratic Party 90 percent of the time in 2017, her first year in Congress. She was recruited to run for the U.S. House and U.S. Senate seats by two partisan warriors ex-Senate Minority Leader Harry Reid (D-NV) and current Senate Minority Leader Chuck Schumer (D-NY). A recent profile of Rosen’s campaign in the California Sunday Magazine called her “an uncontroversial candidate, a vanilla Democrat.”

Rosen gets some basic facts about her record right, but her ad lacks broader context on her partisan credentials. Would people who don’t know Rosen and view that ad for the first time be shocked to know Rosen votes with Pelosi 89 percent of the time, or her party 90 percent of the time? NTK Network thinks the answers to those questions are ‘yes.’
