Department of Homeland Security Secretary John Kelly said on CNN on Sunday that North Korea’s development of a nuclear-tipped intercontinental ballistic missile (ICBM) would be “a grave risk.”

Kelly also said that President Trump will have to handle the North Korea issue “in real terms, before he starts his second term.”

Host Dana Bash pointed out that missile defense systems had failed to take out missiles in more than half of its tests.

Kelly would not comment on the effectiveness of the missile defense system, but he did say America’s system would not be effective against countries with a large nuclear arsenal like Russia.
