The Washington Post published a list of the 15 Democrats most likely to run in 2020, but the man who’s spent the most money and time attacking Trump is missing.

Friday marked the second installment of the Washington Post’s “top 15 Democratic presidential candidates for 2020, ranked.” The list includes names most readers would expect: Sanders, Warren, Biden – even Holder and Bloomberg. Perhaps strangest of all is the inclusion of Oprah Winfrey, who has repeatedly said she will not run against Trump in 2020.

But the name of one Democrat is notably missing from this list, and it’s a curious exclusion because, unlike everyone else on this list, this man has been hosting town halls across the country, building up his grassroots network, and airing television ads attacking the president.

California billionaire and environmentalist Tom Steyer is nowhere to be found, either on this week’s list or on the one published back in March.

Steyer is notoriously cagey when asked about running for president, but if anything, that should only solidify his spot on this list. He does not outright deny that he has presidential aspirations, but rather he tries to scuttle the question. Here’s what he told the Daily Beast in May:

“I haven’t said anything about that,” he dodged, when asked if he’s keeping the door open for a possible presidential candidacy. “What I’ve said is I have no idea, and I’m not gonna talk about anything that may happen after November 6, 2018,”—the date of this year’s midterm elections in which the Democrats are hoping to sweep into the majority in the House of Representatives and possibly win the Senate as well.

“Because as far as we’re concerned, we’re all in.”

Pressed for more detail about his personal plans and dreams, Steyer demurred, “I don’t want to say one thing about anything after November 6…Because I don’t know what’s gonna happen on November 6. And you don’t know what’s gonna happen on November 6. I generally don’t talk about conditional outcomes, so I won’t say one word. We don’t know what the hell is gonna happen, or where it’s gonna lead us.”

Other notable names on the Washington Post list include former Govs. Deval Patrick (D-MA) and Terry McAuliffe (D-VA), as well as current Sens. Cory Booker (D-NJ), Kirsten Gillibrand (D-NY), and Kamala Harris (D-CA).
