Facing tough questions about Apple’s appeasement of Chinese censors, CEO Tim Cook is pushing back Wednesday, arguing the tech giant can do more good “in the arena” versus on the sidelines.

While Cook is a regular and outspoken critic of President Trump and many U.S. policies, Apple has assisted censors in China who seek to limit information flow and quash any political dissent in the country.

Cook defended that move while on a trip to China:

“When you go into a country and participate in a market, you are subject to the laws and regulations of that country,” Mr. Cook said at the Fortune Global Forum on Wednesday in Guangzhou.

“Your choice is, do you participate or do you stand on the sideline and yell at how things should be,” Mr. Cook said. “My own view very strongly is you show up and you participate, you get in the arena, because nothing ever changes from the sideline.”

But while Cook’s business decision could be justifiable, it goes against everything he claims Apple stands for.

“My belief is that companies should have values, like people do,” Cook said in 2016.

Going further, during a commencement speech in 2015, Cook had this to say about values:

“It’s about finding your values, and committing to them. It’s about finding your North Star. It’s about making choices. Some are easy. Some are hard. And some will make you question everything.”

Indeed, Cook and Apple have made a choice about how to deal with China. The choice Apple has made is to not rock the boat too much among Chinese leaders, so as to play by their rules and gain a foothold in a largely untapped market for the tech giant.

Apple’s actions in China are a stark contrast to how Cook and the company react to policy changes in the U.S. It seems Cook is willing to play by the rules in China but is eager to change the rules in the U.S.
