Trade Association Head to Steyer: Even You Recognize Cap and Trade Won’t Have an Impact

“Even Mr. Steyer apparently recognizes that imposing cap and trade in Oregon will not impact the outcome of the global transition to a very low-carbon energy economy.”

That’s the central argument Ed Finklea makes, in a new op-ed published in the Portland Business Journal and titled, “Innovation Will Drive Down Emissions, Not Cap And Trade.” It was issued, in part, to push back on Tom Steyer’s recent support for the expensive, rushed effort.

Finklea, the executive director of the trade association Northwest Industrial Gas Users (NWIGU), argued that, instead of rushed, California-style cap-and-trade legislation, Oregon should lower carbon emissions through “innovation.”

As a professional that has been in the energy field since the early 1980s, I share Mr. Steyer’s optimism about the direction of the energy industry, while recognizing the magnitude of the challenge. Innovation will continue to drive down carbon dioxide emissions. There are breakthrough technologies in renewables, battery storage and carbon capture and sequestration that are real climate solutions. The natural gas shale revolution has also been part of reducing carbon dioxide emissions by hastening the switch away from coal for electric generation.

Finklea also makes a fierce argument that natural gas customers “would be particularly hard hit by cap and trade.”
