U.S. Pacific Command Commander: We Have to Expect Kim Jong-un to Attack the United States

Admiral Harry Harris told the House Armed Services Committee that he would expect North Korean leader Kim Jong-un to carry out attacks on the United States.

U.S. Pacific Command Commander Admiral Harry Harris told the House Armed Services Committee that he would expect North Korean leader Kim Jong-un to carry out attacks on the United States and its allies when North Korea has the capability.

Rep. Adam Smith (D-WA) asked Harris where he expected North Korea to attempt to push the envelope. Smith said he does not believe North Korea wants a full scale war with the United States.

But Harris disagreed with Smith’s assertion.

“Sir, I’m not as certain about this as you are, that North Korea won’t do something precipitous,” Harris said.

Smith attempted to clean up his question, telling Harris, “I am reasonably confident that North Korea sees the threat of launching a full-on war against South Korea or Japan and the consequences of that,” he said.

“First off, sir, I don’t share your confidence that North Korea is not going to attack either South Korea or Japan or the United States or our territories or states or parts of the United States once they have the capability,” Harris rebutted.

Rep. Smith asked Harris if he believed Kim Jong-un would carry out these attacks unprovoked.

“I won’t say that they will, but I don’t share your confidence that they won’t, with absolute certainly, that they won’t do that,” Harris said.

“I believe that we have to look at North Korea as if Kim Jong-un will do what he says…right now, there is probably a mismatch between [Kim Jong-un’s] rhetoric and his capability,” Harris added.
