White House press secretary Sean Spicer was very critical of Syrian President Bashar al-Assad but would not call him a war criminal when asked during Monday’s White House press briefing.

A reporter asked Spicer whether President Trump considers Assad a war criminal and if he should appear before the International Criminal Court (ICC) to answer for his crimes.

Spicer told the reporter that the administration strategy toward Syria was two-fold, focusing on defeating ISIS and then working toward new leadership in Syria through a political process. Spicer would not say whether Assad was a war criminal.

The reporter pressed Spicer on this point, asking him again if President Trump thought Assad was a war criminal.

Spicer told the reporter that he thought it would be up to a court to decide.
