As the cap-and-trade effort fades in 2018, some Democrats desperate for a win are proposing to cap carbon emissions now and come up with a plan later.

In a ‘Hail Mary’ attempt at accomplishing something resembling California cap and trade, a few Oregon liberals are proposing a new plan that would cap carbon emissions in the state now and come up with a plan “on how to meet the limits” later.

Portland Business Journal reported:

Looking for a way to get a cap-and-trade bill through the Oregon Legislature this year, House Speaker Tina Kotek on Tuesday proposed enacting hard limits on greenhouse-gas emissions this session while giving lawmakers until the middle of next year to pass a law that spells out how to meet the limits.

Under the Portland Democrat’s amendment to House Bill 4001, if the Legislature failed to pass a cap-and-trade law by August 2019, state environmental regulators would be required to implement a program by 2021.

Democrats argue the proposal is the result of listening to people and businesses who are concerned about the cap-and-trade effort. But it seems more like the effort is a result of increasing doubts around the rushed proposal.

The editorial board for The Oregonian blasted cap and trade in an editorial last week, calling it “half-cocked,” “confusing,” and scary.
